REPORTS TO: General Manager, WHUR-FM

BASIC FUNCTION: The purpose of this position is to assist the General Manager in the operational activities of the radio station and its varied subsidiaries. This position will be responsible for monitoring budgets, specialized station projects, organization & maintenance of the stationís student internships and initiatives for the entire Howard University Radio Network, which comprises WHUR, HUR-World, Sirius Satellite channels, HD-3 and related internet streams.

NATURE AND SCOPE: Internal contact with faculty, staff and students. External contact with regulatory agencies, trade associations, vendors and consultants, including the Federal Communications Commission and National Association of Broadcasters.

PRINCIPAL ACCOUNTABILITIES: Interprets Federal Communications Commission rules and regulations to ensure the station is in compliance. Administers the filing of station license renewal, EEO compliance reports, political inquires, ownership reports, request information from the Board of Trustees on broadcast and newspaper interests and ensures that required initiatives are met which is a requirement for license renewal. Also, adherence to current and revised FCC rule changes with regard to FCC administrative procedures.

-Serves as station manager in the absence of the General Manager.

-Manages budgets for the Office of the General Manager and the administrative division of the station; reviews all departmental budgets and related recommendations for the station, taking action within the authority delegated and makes recommendations to the General Manager.

-Directs the student internship program for the radio station, HD and Satellite channels. Evaluates station performance and coordinates station training initiatives with the School of Communications.

-Maintains FCC required public files and reports. Insures all departmental reports are timely and conforming to FCC guidelines.

-Writes station policy on general activities and initiatives.

-Tracks personnel support initiatives for staff and union personnel.

-Provides oversight of stationís social media activities to insure coordination within media streams and channels.

-Directs activities required to support the operation of the station.

-Performs other duties as assigned.


-Competence in oral and written English to communicate in a clear, concise manner.

-Ability to train staff in station operational procedures.

-Ability to establish and maintain effective and harmonious work relations with faculty, staff, students, customers and clients.

-Demonstrated knowledge of radio station operations, duties and problems.

-Demonstrate working knowledge of computerized radio systems software.


Bachelorís degree in Communications, MBA preferred. A minimum of five years broadcast radio experience in operational divisions. Minimum of 10 years combined supervisory and related work experience may be susbstituted for the degree requirement.
