You have an interesting legal theory concerning am implied burden on a caller. Unfortunately, I know of no case law that supports such a bizarre interpretation of Section 73.1206.
I am, however, quite aware of a number of fines levied against operators who rebroadcasts such calls w/o first properly notifying the caller that they were A) Calling a radio station, and B) that the call was subject to rebroadcast.

Unfortunatly for the caller, when a person calls a station "listener air line" they grand de-facto permission to the station to use their conversation on the air in any manner the station sees fit, even if they call by mistake. The burden to dial the correct number rests with the caller. The mockery is distasteful but based on the facts here, no infraction was committed and no disiplinary action is waranted.
"Mo" should be "no mo" at that station until he offers a full apology for his lack of professionalism.
That's how you create P-1's, by insulting the very audience you seek to cultivate and grow your business with. How classless.
Strange. In the hallways, station personnel talk about the audience as being made up of slugs and droolers - "the great unwashed".
But, I'm sure the "apology" was delivered with gobs of sincerity. And a straight face.
