"Brazil: Tests Tech Before Implementation"

"After extensive testing of Both HD Radio and DRM, the Secretary of the Ministry of Communications Electronic Communications, Genildo Lins, said the tests of the two technologies have had poor results, especially high-power FM. The testing demonstrated the digital signal coverage is approximately 70% of the current analog signal. The future of radio is digital, but that future is not yet.

Pandora won't want to be measured, it will show the numbers released by them to this point are total 'fluff'

How about measuring supermarket radio?
I'm sure that some grocery stores have a bigger cume than any radio station. And they broadcast even more commercials
to their captive audience.

I'd still like to know how they intend to ACCURATELY measure radio. Internet media is easy. Over the air does not have an addressed connection tied to a demographics provided user account. It's a fundamental problem I've never seen a working solution to.

If radio believes that it's superior to Pandora, it should welcome the forthcoming Arbitron data.
