AFTRA, CWA Weigh In On Ownership Rules

WASHINGTON -- December 12, 2007: AFTRA and the Communications Workers of America are calling on the FCC "to provide for a full review process" for comments submitted on FCC Chairman Kevin Martin's proposal to loosen the newspaper-broadcast cross-ownership rule in the top 20 markets. Martin's proposal is scheduled for a vote at the FCC's December 18 meeting.

In a filing with the FCC, AFTRA and the CWA call for a 90-day comment period after publication of the proposal in the Federal Register and also ask for an "open process" to address localism and diversity.

The unions said they continue to support the current newspaper-broadcast cross-ownership ban but added, "We do believe that the Chairman's proposal can serve as a starting point in crafting strong safeguards to promote media diversity, competition, and localism." They said, however, that such safeguards must be "strengthened significantly." CWA and AFTRA also said the proposed guidelines for consideration of whether to permit a newspaper-broadcast combination are too broad.

"Because the stakes are so high," the unions said, "the commission must take this opportunity to get it right."
