While it's unclear if the agency will actually adopt rules for the service, the agency is set to consider two final orders for the service.
However, it is also going to launch a further notice of proposed rulemaking, indicating there are still some questions to be answered. One of those questions could be how to handle nighttime AM digital broadcasts, which has been a thorny issue since the service's inception.
